RE9 Raccoon City Walkthrough: All Areas & Secrets
This RE9 Raccoon City walkthrough is your complete guide to every area, secret, and collectible in the Raccoon City chapter of Resident Evil 9: Requiem. Chapter 7 opens up the largest explorable zone in the game as Leon and Grace navigate the devastated city streets together. Our RE9 Raccoon City guide covers every district, the Super Tyrant boss fight, and all hidden items you can find across this iconic location.

What Is the Raccoon City Chapter?
The Raccoon City chapter is the climactic midpoint of Resident Evil 9: Requiem. After reuniting at the end of the RPD & Orphanage section, Leon and Grace push through the city streets toward the ARK facility on the city's outskirts. Raccoon City is divided into four explorable districts: Downtown, Industrial Quarter, Residential Block, and the City Outskirts.
Unlike previous linear areas, Raccoon City offers semi-open exploration. You can tackle the Downtown and Industrial Quarter in either order, though the Residential Block and City Outskirts are sequential. This RE9 Raccoon City walkthrough presents the optimal route for maximum item collection.
💡Semi-Open Exploration
Raccoon City is the most open area in RE9. You can explore Downtown and the Industrial Quarter in any order. However, we recommend Downtown first because the weapon upgrades found there make the Industrial Quarter significantly easier. See our beginner tips guide for prioritization strategies.
How to Complete Raccoon City
Follow this RE9 Raccoon City walkthrough for the optimal exploration order and complete item collection.
Step 1: Downtown District (Leon and Grace)
Downtown is the central hub of Raccoon City. The streets are littered with abandoned vehicles and collapsed buildings, creating a maze of alleyways and shortcuts. Both characters explore this area together, with Leon handling combat and Grace picking locks and solving environmental puzzles.
Key locations and items in Downtown:
| Location | Item | Notes |
|---|---|---|
| Gun Shop Kendo | Magnum Revolver | Leon's new weapon, on display case |
| Gun Shop Kendo | Magnum Ammo (x6) | Behind counter |
| Pharmacy | Green Herb x2 + Red Herb | Shelves behind counter |
| Apartment 2F | Mr. Raccoon #15 | On kitchen windowsill |
| Bus wreckage | Antique Coin #12 | Under rear seat, crouch to reach |
| Alley safe | Weapon Part: Magnum Long Barrel | Safe code: 51-83-26 |
The Magnum Revolver from Kendo's Gun Shop is Leon's most powerful weapon for the remainder of the game. It is unmissable as it sits on the main display case, but the Magnum Long Barrel upgrade in the alley safe is easy to overlook. The safe code 51-83-26 is written on a receipt inside the pharmacy cash register.
Step 2: Industrial Quarter (Grace)
Grace leads exploration of the Industrial Quarter while Leon covers the perimeter. This area features a factory complex and a warehouse district. Grace's stealth abilities are essential here because the factory interior is patrolled by multiple enemies in tight corridors.
The factory contains a safe with the code 08-64-39, found on a clipboard in the foreman's office on the second floor. Inside the safe is the Weapon Part: Enhanced Handgun Magazine, which increases Grace's handgun capacity from 12 to 18 rounds.
⚠️Factory Stealth Section
The factory interior has six patrolling infected and very little room to maneuver. Use Grace's suppressed handgun (if you found the Suppressor in the Orphanage) to take them out quietly. Without the suppressor, crouch-walk past them using the conveyor belt machinery as cover.
Additional items in the Industrial Quarter:
- Shotgun Shells (x8) in the warehouse loading dock
- File: Factory Manifest on the foreman's desk, reveals ARK shipping routes
- Mr. Raccoon #16 on the factory roof, accessible via the external fire escape ladder
- Explosive Rounds (x3) inside a locked truck trailer (Leon shoots the padlock)
Step 3: Residential Block (Leon and Grace)
The Residential Block is a sequential area connecting Downtown to the City Outskirts. This district features apartment buildings, a small park, and a collapsed overpass. Both characters navigate this area together.
The Residential Block is where Mr. X (Super Tyrant) reappears after the RPD. He now patrols the outdoor streets, making this section significantly more tense than previous areas. His patrol area is larger but his movement patterns are more predictable outdoors.
Key items in the Residential Block:
- Antique Coin #14 inside the park fountain (drain it by turning the maintenance valve behind the bench)
- File: Evacuation Notice posted on the apartment complex bulletin board
- Magnum Ammo (x6) in Apartment 3C, third floor
Step 4: City Outskirts and Super Tyrant Boss Fight
The City Outskirts is the final section of the RE9 Raccoon City walkthrough. Leon and Grace reach the city limits and encounter the Super Tyrant in a mandatory boss fight at the highway overpass.
After defeating the Super Tyrant, a cutscene shows Leon and Grace commandeering a vehicle and driving toward the ARK facility, setting up the game's final act.
Raccoon City Collectibles
Raccoon City is the largest area in RE9 and contains the highest concentration of collectibles. Verify your checklist before the Super Tyrant fight, as the city becomes inaccessible afterward:
- Mr. Raccoon #15 on apartment kitchen windowsill (Downtown)
- Mr. Raccoon #16 on factory roof (Industrial Quarter)
- Mr. Raccoon #17 in park gazebo (Residential Block)
- Antique Coins #12, #13, #14 across all three explorable districts
- Files: Factory Manifest, Evacuation Notice, and 3 additional lore documents
📝Final Point of No Return
Defeating the Super Tyrant triggers an unskippable transition to the ARK. You cannot return to any part of Raccoon City or previous areas. This is the last opportunity to collect items from Downtown, Industrial Quarter, and the Residential Block.
Frequently Asked Questions
What order should I explore Raccoon City?
We recommend Downtown first, then Industrial Quarter, Residential Block, and finally City Outskirts. Downtown contains the Magnum Revolver, which makes all subsequent areas easier. However, Downtown and Industrial Quarter can be tackled in either order.
Where is the alley safe code in Downtown?
The safe code is 51-83-26. It is written on a receipt inside the pharmacy cash register. The safe is located in the alley behind the pharmacy and contains the Magnum Long Barrel upgrade.
How do I avoid Mr. X in the Residential Block?
Mr. X patrols in a figure-eight pattern. Time his movements and move through buildings while he patrols the opposite side of the district. Sprint to interiors if he spots you, and never waste ammunition on him outside of the boss fight.
What do I need for the Super Tyrant boss fight?
Bring at least 18 magnum rounds, 15 shotgun shells, 30 handgun rounds, and 4 healing items split between Leon and Grace. The fight has two phases and a finishing prompt. See our Super Tyrant guide for detailed breakdowns.
